He believed strongly in encouraging closer links between Persia and Europe, links which he was convinced would be beneficial to both. He looked forward to seeing his country achieve the best of the 19th century West while maintaining its own particular character. Politics and circumstances, however, prevented him from fully achieving his goals and he became resigned to only partial success well before an assassin's bullet terminated his life the day after his 65th birthday.
